Patent Office doesn't just award patents for ideas but issues patents for working devices.

This is not true.
In my career within the telecom and electronics industry just a few of the patented inventions are tested for real.
And the device is never shown for the patent office. Just the papers.
But having the rights of an idea can be worth a lot more than actually building the device.
In a intellectual property issue it's better for a company to have a great number of patents to trade off to avoid a law suit.

I saw this on youtube when it was first posted.  I dismissed it. I will believe it when I see the real world operation of a real world prototype.
