I am curious as to if a magnet is placed under a spinning coil of copper, will it generate electricity?

Yes, it will.  Flux is still "cut through" the windings of the coil and that is what matters.

In extrem cases like using a rotary flat coil (like pancake shape) the induction would definitely be of a low effect though.

What are you thinking of?  ;)

To understand the action of the local condenser E in fig.2 let a single discharge be first considered. the discharge has 2 paths offered~~ one to the condenser E the other through the part L of the working circuit C. The part L  however  by virtue of its self induction  offers a strong opposition to such a sudden discharge  wile the condenser on the other hand offers no such opposition ......TESLA..

I was thinking that the wheel could catch wind to spin, along with a 'perpetual unbalancer'. I know the unbalancer will eventually find a balace but the coil will be easier to spin with just wind and that. So there would be a bunch of flaps around this coil and a big sheet metal shape used to funnel any wind from any direction into a tube that should give the coil a little push.
