Stepping motor gravity wheel ?

A large wheel with many smaller wheels some what like "magnetic gravity wheel" except instead of repelling magnets each smaller wheel is turned by a stepping motor.The stepping motors could be magnetically or optically turned on at top and bottom of rotation...to turn a half turn.In this way at any time only two small stepping motors are using energy while the larger wheel spins.The stepping motors lock when not on ..??????
