Mr Belarbi claim achieve O.U with is working générator

INTRODUCTION :

Excuse my bad english sir, i'm not english natural speaker, here is the news :
I just found a contemporary inventor that claim achieve OU with it's setup.
I never find this kind of setup, i dont understand how that the setup work, and i need some help to know it's a fraud or a potential OU setup.
Perhaps it's a interesting stuff !


INVENTOR :


Mr Miloud BELARBI is an Algerian money less inventor that need help to finish is setup.
He have posted some Internet message to be helped to finish is invention, but Algerie is a complexe country and some of helper
have problems to help her. Authorities lock the postal packet, and other problematique...
Mr BELARBI seems to be honest and confident, he have already build a setup seems to be working.


SETUP :

The setup is quiet simple, and look like this :

They are :
- A little electric motor
- A common generator
- A "Dynamique stage" use to amplify the power.
- A inertie fly wheel
All this device are on the same axe (with demultiplication for few)
This setup use à batterie and few electronic component to power the small motor but it can run in closed loop


DETAILS :

I find some text to explain all the principe but i dont understand all.

The kernel of this setup is the "Dynamique Stage" like Mr BELARBI name it.
It's composed of 2 magnétics mass named "Charge" (Blue & Black mass below)


This charge seems to be in half circle, and one charge is mobile and othe is fixe
This is a front view, the middle of the "circle" is the generator axis, the mobile charge rotate around the axis and on the fixed charge


Mr BELARBI say that this charges are "monopolar" (vs a common magnet, i dont know how he do that) and the Fixed charge is attracting
the mobile charge.


As you can seen under pictures or vidéos the charges seems to be created with magnets.

EXPLAINATION :

Mr BELARBI say this system can produce an incredible positif acceleration for +/- 340°. (it's say it's a magnetic implosion...)
From >0° to 340° the energy is free, and the little motor is juste use to close the loop, it rotate the least 20° to continue the cycle.

They are two motor times
1 - Free rotation by the "Dynamique Stage"
2 - Regauging by the small electric motor

If you look at the vidéos, you can find a test from Mr BELARBI that show the efficient of the "Dynamique Stage".

We can see the inertie wheel be drop from >0° and go to ~340° with no problème.

At the end of the vidéo, he try to turn the axe by hand but he cant !
After he put 370 grammes (Two tools) to try the power demanded to close the loop and the axis turn !!!

I never seen this kind of system Mr Belarbi call "Dynamique Stage"
On the "charges animation", i dont put the positive or negative pole because i don't know who are what !
If you look the compass on the vidéo, the mobile charge seems to be a "North Pole" so the fixe charge must be a "South Pole"

Apparently, when the mobile charge are at >0° the floor and the fixed charge attract the mobile charge (witch is rotate).
when the mobile charge came to 180° the "inertie" continue to rotate the mobile charge (and so the axis) to 340° (Said by Mr Belarbi)
So he juste put a little amout of energie, from little electric motor to close the loop (the leat 20°)

So the question is :

Does the power to close the 20° loop are less, equal or greater than the power supplyed by the 340° ?
Mr BELARBI say it's a very small amount of power ? Did you agree ? If you have an idée, i want it !

If you look at the vidéo, you can see this demonstration, and at the end the 380 grammes used to close the loop.
