If I were a super villain intent on offing a bunch of the population I'd try to come up with something that didn't put me at risk.  To carry that further, if I wanted to pare down the population, I wouldn't want to do that real fast because it would be very disruptive.  The gradual way to trim the earth's population by a little or a lot is to control the birth rate.  That could be done by reducing  drive, reducing fertility, taking control of the Catholic church to make it support condoms, secretly introduce GMOs that cut fertility into South and East Asia crops.  Stratospheric foggers would be low on my list.
