no L4 coil and earth connected to water pipe  load connected

so the arc is the key    got it  lol

now we can harness the arc or plasma to kick start the charging

Notice that the A suffix (i.e. LC100-A as in the above link) has the extended measuring range for capacitors up to 100 milliFarad i.e. 100.000 uF.    (IF you find LC100-S   i.e. with S suffix, it measures caps to 10 uF only. and if you are offered LC100 without any suffix then it measures caps up to 1uF only...) 
The inductance measurement range starts from less than 1uH and goes up to 100 Henry so has a very wide range.
Here you can see that a real  LC100-A  type LC meter has 4 color buttons to select high or low measurement ranges etc while the other LC100 types has only 2 or 3 color buttons:

The DC power is +5V and can be run from the USB output of a PC (mini USB cable is normally included).
