The problem is not in turning the pulleys. The problem is that once you put a load on a generator,  a force opposite to the electrical energy you take is created which slows the whole pulley assembly down. So any  electrical output results in physical braking of the device. The volts may be there but you cannot extract the power for free.
If you put a 100 watt bulb on the generator, a hundred watts (at least) is created in opposing torque.

OK, We don't actually need spark to the real thing , and to eliminate it, we should be working in low voltage and since electricity is symetrical we divert it to make it safe but we transfer a lot.
