I think it's an interview with interesting parts.

What I have always wondered is why nobody is able to replicate Bedini's technology and achieve the overunity that he says he can.
John says in this interview he remains at a low level by not building machines that are a threat for the established industry. But he and his buddy Rick Friederics also advertise with DVD's and books suggesting that this is all very easy to replicate. So, they make money out of something that nobody can reproduce.

Now, if John Bedini is afraid of building larger machines because he fears all kind of 'secret service' measures, then why doesn't he teach others to do so that do not have such fears?

Consciousness. These devices depend on quantum mechanical effects. That means they are influenced by mass consciousness or collective consciousness (yes, most scientist currently have a very hard time to publicly acknowledge that consciousness is part of the equation, but if observing something changes the behavior then consciousness in general is also able to do that). Meaning: These devices become unreliable in environments where people cannot accept that there is a possibility for them to work. Also, they don't scale nicely because the larger you build them the more they are influenced by mass consciousness (i.e. conform to commonly held beliefs). So they are more reliable within "communities" that can deal with their existence.
