A very enlightened post epwpixeig !   Have you made the connection yet?  What better way to hide a secret than to put it in plain sight, in it's simplest form, that everyone will take for granted.   We get so totally bogged down in the complexity of what he was doing that we tend to overlook the obvious. The forest and trees analogy applies here.  There is one common factor within all his devices after he made one simple discovery, every patent after that exploited this discovery.

Recently, I read a very good observation material, giving ( in one place ), considerable info, about where all these free energy devices, and in particular Kapanadze's device ( via the ground plates ), can draw its energy. Looks like you have 2 crossed perpendicular windings and multiple capacitor plates perpendicular to the windings in 3D.
What is the phase difference between the electric currents flowing in these two windings ?  ...and the frequency?

You seem to have made a nice enclosure for it so it must house a working device. Does the device work well ?

Interesting read... I think it would be difficult to pin down the "holy grail" frequency of any given device since every one of them contain numerous variables that control the frequency.   I've been inclined to connect a coil to ground and scan for natural peaks and operate the coil in the lower frequency range.   Preferably one that has a some harmonic of earths natural frequency, although I believe that varies consistantly. 

Thinking in terms of tesla's 3,6,9 - if you take and cut 3 wires the exact same length of the same wire and wind coils on 3 different size forms calculated to set the frequencies at 3,6 and 9 Mhz.   All of equal weight, equal length and operating at a harmonic of each other.   Each would create a beat of the other and transfer energy back and forth.  A symphony of feedback oscillations.   Calculating some of his circuits I found he quite often used 2 harmonics in his coils, with that thought in mind - his magnifier had 3 coils...
