The analog of K561LA7 are CD4011

i never ben worked with CD4011, i better like CD4017  (i'm too lazy to dive in to datasheet) :)

i draw by quick hand for you schematics:

Signal IN (is signal input from blocking generator)
Signal OUT â€" to transistors "you can use one out or both on each transistor"
12v voltage stabiliser to 5volts with filter are protected from HV Spikes to protect IC

P.S. Or if you like very simple and easy â€" you can make a simple "Frequency Divider"

like this one:
(R1C1 of the circuit above can therefore be adjusted to define the number of input pulses equivalent to a single output pulse. Thus, this circuit is in effect dividing the input frequency by an integer.)
