I have little information as to what the ionizer is. It seems it could be just a capacitor or an antenna with a ground plane?


The second picture is or has the katcher in it on the upper right hand side. The large coil and the smaller coil next to each other with the load around the heavy current coil. The rest seems to be a driver for the katcher which includes the ionizer(cap or static ground plane antenna with sending and receiving elements).
