The only difference I could see is if it were to get wet like Stubblefield's coils in the ground.  he used cotton insulators which allowed moisture to get through but kept the electrical isolation which was the key to making those coils work.  Some in our group used silk to get the same effect.  I can't see how that would apply here as I didn't see any moisture involved with that coil.

Also, you can go to microsoft's site and download a free converter that will convert the new office document to .doc files.  I am using office 2000 (way old) and it works well.

I think this could be a very important clue to the questions of how
these devices work.

As very high positive Voltage potentials make electrons jump from metals to the
positive coil terminal (like when he puts his screwdriver to the Tesla coil)
also electrons from the ground potential are attracted.

He seems to have there a bulb, which is
with one side just grounded to a ground connection
and the other side goes to this capacitive plate he puts
next to the 2nd Tesla coil.

So the RF displacement current pulls electrons back and forth
through the bulb from the ground potential and thus the
bulb is lighting up.
Something simular Tariel Kapanadze seems to do in his
devices, but he seems to lower his input power
requirements via sparkgap high voltage RF current generation.
