It is something similar to what I'm currently working on now, which also shows the same lighting effects. I've been able to drop the input current from 10v, 1.4 amps, to 12v 500mAs, (or less current), with the same brightness as before. Which is comparable to the brightness of a 14watt Cfl bulb running on grid power. I'm still working on this device, but will show pictures and a video when I have it running as best as I can get it.

Thanks for the other video from youtuber hvlabs1, I have also seen it and he also seems to improve it by reducing input power draw from 9V 200mA at 7.5 kHz operational frequency to 9V 110mA at 10 kHz op frequency. (I believe if an even higher frequency is chosen, input power may further be reduced.) His "method" does not seem to need a ground connection. I am unable to see the type of his digital multimeter whether it is able to measure correctly AC voltage in the 7-10kHz range? Normally an ordinary digital multimeter is correct at 50Hz AC when waveform is sinusoidal. In his second video he measures 225-226V AC voltage across the 40W bulb... and if the output AC is at 10 kHz his measurement may be doubtful or fake...

Unfortunately, the forum page he referred to in 2011 to discuss his setup is not valid any more.
