Even if this Atmospheric Energy collector did produce an output of 100 Watts for an input of 10 Watts it is NOT Over Unity.
No more Over Unity than a solar panel or wind turbine. Same thing goes for Tariel's devices as soon as or "if" the source of the energy is identified and quantified
it's just a matter of the device being a collector of environmental energy. An open system which would not violate any known laws of physics.
To break the 2nd law of thermodynamics as I see it from a layman's point of view, then the energy in a  truly closed system would need to increase. Or in other words something would need to be added to the Universe.

Any system that dissipates heat into the environment is not a "closed" system. I doubt there are any truly closed systems within the Universe, the only closed system is the Universe itself, being that the Universe encompasses everything in existence it must be a closed system by definition. If Multiverses exist, they exist within an overall Universe.

Improving the efficiency of environmental energy collection devices such as solar panels and wind turbines is IMO the way forward. Bedini's energiser's are appropriate in this regard as from my experimentation, they do improve LA batteries through plate desulfation, so an environment energy collection system using solar panels or wind turbines with an energiser and LA batteries for energy storage is IMO a worthwhile venture. I have an experimental setup using solar panels with a pulse charger / battery conditioner based on a half Tesla-switch and a big wet cell storage battery bank which I think works along the same lines as Bedini's commercially sold pulse chargers. If I can improve efficiency by incorporating other environmental collection devices (perhaps along the lines shown in Farmhand's, schematic above), then so much the better.

A system running from solar panels or wind turbines is by Bedini definition a COP infinity system because the user does not pay for the input energy. It is also by his definition, not overunity and could only be so if the environmental input energy source(s) were completely disconnected and the system self-ran in a closed loop without an obvious environmentally sourced energy input. If TK's various systems are truly overunity, then they are by definition completely closed loop and are not taking energy in from the ground wire, hidden solar panel, wind turbine, battery or any other source. IMO TK has at best a COP infinity system that is wholly powered from an environmental energy source, as yet unidentified.

Stop that rubbish!  Of course overunity means a conversion device , there is no way to break physic law. If you can tap distant pulsar energy and got COP infinite it's still overunity, because it's better then underunity devices we use today. DO NOT DISREGARD OVERUNITY DEVICES. It's another method of supression.

I think you misunderstand what I said which was: "......and the system self-ran in a closed loop without an obvious environmentally sourced energy input." The obvious input being e.g, a solar panel or wind turbine. If input environmental energy is coming in through the action of a pulsed coil or from the ground, then this is not an obvious source of input as far as I'm concerned because I have yet to see proof that this is possible. If it is then I accept that this would be an example of self-running, assuming that a device continued to run in a closed loop when all obvious input energy sources had been removed. Overunity means 'more energy out than in' out than in, so given that a self-runner was receiving environmental energy only from the aether or ground, say ported through a pulsed coil or 'sucked-up' through a ground wire, then this non-obvious energy level would somehow need to be measured accurately as being less than the energy being dissipated in the device load, for it to be labelled as overunity. In essence the concept of overunity is a nonsense when applied to self-runners which is what TK and others are apparently demonstrating.
