Those are capacitors, most likely high quality poly film type.
The little flashing thing is an encapsulated spark gap, they are used as modem protectors and such like. Think miniature lightning arrestors. He's using it as a spark gap, but they can't take a lot of energy and aren't really designed for continuous service like that.

The phenomenon being demonstrated is mutual inductance; each coil affects the others. When the spark gap fires it causes the little coil to send out a sharp pulse of EM radiation. This stimulates the tank circuit made of the bigger coil and its capacitor, and this tank is high "Q" because there isn't anything else connected except the scope probe. The second large coil also resonates for the same reason. But the frequency isn't exactly the same as the other coil's so there is a slight "beat" between them and this shows up as the "turnip" shape to the envelope of the scoped ringdown.
(I'm not exactly sure about that last part, so I'll defer to those who know more theory than I do on that one.)

Couple of month ago somebody from this forum have made similar experiments. He gave some oscillograph screenshots how low voltage rise when HV sparks get in interaction with him. These is very similar with old SR193 experiment - pulsing low-voltage high-amperage current-source with high-voltage very-low-current sparks (nano impulses) without using any Ferrite for intermediary reactions.

These reactions occur on Nuclear levels i think they direct affect on atomic structure from whom they got the energy rise. The proble is in that Nucleus and Nuclear particles are quite complex and they are not 3D objects but multidimensional with own coordinate systems and transformations in those spaces. Keep in mind the space is not a unforme but anisotropic.
