Energy of the bound state is negative. The ground state atom always gains energy when its state changes (see my post on page 1181). Then relativistic ground state electron has really high positive kinetic energy, but it cannot be freed, because of deep hole of negative potential energy. Of course, part of excited bound state energy can be freed during the process of deexcitation.
We need free electrons. Free electrons can be accelerated to relativistic velocities and masses in a strong electric field or time -varying magnetic fields (e.g. betatron) or ejected from nuclei during beta decay

Damn, now I understand quite nicely my accidental radiant electricity "discovery" from 2004    T-1000 explained it well, it 's about EM radiation, some special kind. It ionizes air  the same  as ordinary EM radio waves but is different. One most important difference is unidirectionality : it doesn't load the transmitter if you tap it's power from receiver so you can place many of them.BUT ! DON'T TRY TO GENERATE TOO MUCH OF THIS ENERGY WAVE. IT'S DANGEROUS !  Somewhere on internet should be my explanation how I generated it using ordinary car coil and ordinary cd4011 based oscillator.


Ha ha ha .... I should have patented that but it was so dangerous that I dismantled it. Ionization of air around all parts of device up to meter from it. Because frequency was low (200Hz) it was felt on skin aka stinging effect, very scary. And that was only about 100W of energy radiated !!!!!




What you can do is to return back to Don Smith videos and add a proper oscillator circuit to the device presented by Don.
