Anybody know the tag for a fast proton moving near the speed of light?
Alpha is a fast helium core.  But what is the name for a fast hydrogen core.

Neutron stars we hear about.   A neutron has a life outside of the proton for about 12 seconds.   

No. It is 14.7min for free neutrons on Earth.

In environments richer in positrons, free neutrons decay faster.
When neutron is completely shielded by protons (as in some nuclei) then it is stable (does not decay at all).

However, when bound neutrons are not completely shielded by protons in a nucleus, then neutrons still decay - albeit usually slower than free neutrons. 
The orientation of the shielding protons can be affected by both magnetic fields and RF photons, which is the key to artificially inducing decay of bound neutrons.

After 12 seconds the heavy proton loses it's fat and out comes the captured electron and a high frequency photon.

Not a photon but an antineutrino.

The captured electron inside the proton that makes the neutron neutral is obviously not just sitting there motionless. This current gives rise to the weak magnetic moment of the neutron. 

No, the proton's absolute value of the magnetic moment is larger than neutron's.

This means that neutron stars are artifacts of early Universe formation and should only be detected for 12 seconds. 

Even if the half-life of free neutrons was really 12sec, then it would only mean, that half of them decay in 12sec - not all of them.
