The result at least looks interesting. Very interesting.

That means to me, according to both patents the output coil should have only a few (2 to 4) windings and therefore a very low inductance in Henry.

This video shows how this guy turns an OP Amp into an impulse gen..  Its not true impulse, but it is the newer type of circuit impulse waves.  It could be useful in the Akula setup.  If I am right, that is an Impulse signal you are feeding from the transistors into the yoke..  If you can tune this circuit and make it more powerful, it might help some one with their replication.  Just an Idea..
