As simple as ... a static electric field is (contains) energy. Connecting a lamp to a charged capacitor converts the energy stored in the electric field of that capacitor into radiation. That means each time an electric field disappears the energy stored in that field has to go somewhere. Creating a Faraday cage cancels the electric field (of the Earth) inside the cage. Therefore the energy of that electric field has to go somewhere as well (with or without Ohm's law).
