Then how to decompose the Earth's electric field and into what? If we could figure that out then we would be on the finish line.

200 years ago Faraday noticed that motion converts electric phenomena into magnetic ones and vice versa, but does that mean that one disappears at the cost of the other?

But before you consider that little puzzle, you might want to consider what is an electric field, first? 
...lest you risk putting randoms coils and capacitors together endlessly hoping for the best without understanding.

Is it just an abstract field of forces appearing in the neighborhood of electric charges, or something more?
Is electric field the same as electric charge or are they two different animals?

Maybe you will like this guy's answers to these questions or maybe you will find your own, but whatever you do keep it logical and keep its properties non-contradictory, e.g.:
Does it have mass, inertia, tensile strength, compressibility, density...?  If yes, then why doesn't it slow down objects that plow through it?  How can it cause an attraction?  What emits it, is it stationary, does it move with the emitter?  Does it have speed?  If yes, how does its speed affect other objects and if not - why not, etc...

The Kapanadze earth is in both his patents.  May I suggest you study his patents, because the answer is surely there.

Oh,  I forgot. In one discussion Kapanadze said that the earth can be replaced by a circuit.
When pressed further  he said it could be replaced by the negative terminal of a car battery.
That's why I never pursued the earth  scenario. But that doesn't mean that it doesn't exist as an energy source - it's simply not Kapanadze's way.
For instance he confirmed that his device would fit inside a vacuum cleaner to make it entirely cordless. (ie no earth).

yes, a.king21 it's all  about equations, now mostly not used
afaik it's about the energy input being higher then looses in each period of oscillation, then you have rising amplitude. in case of RCL it is one factor related to resistance, but I  don't remember exactly , nothing special
Don simply stated , if you have freely running tank circuit you can tap the ambient energy and you can even do it "parametrically"
