I think Kapandze is using a type of coil shorting, he's using a spark gap between the ends of a single wound coil, when the gap is conducting the coil is shorted when the gap is not conducting the coil releases its energy.

Look what Tesla is doing here he's shorting the bifilar wound secondary using a rotary spark gap.
Tesla also used two transformer's not directly connected but through capacitors, the load is not reflected back to the prime mover.
We can build this 
The energy in the first transformer is being conserved, no current actually passes to the second transformer the second transformer's primary is just being excited, but no induction or current transfer is taking place.

What did Tesla say "The future is mine" if you want to hide something you hide it in plain sight.
The oil pumping system is a nice distraction and was probably needed using iron transformers, imagine what he would have done with ferrite.

I dont see the secondary being a bifilar one, looks to me like a single wire coil, with each pole connected to one of the caps and the spark gap. Look how Tesla draw bifilar coils in his other patents. The oil pumping system Imho has the function of cooling the caps and output transformer (maybe needed to not detune the system due to heating), and controlling the shorting frequency of the secondary.
