My guess

Tesla (et al) L1 circuit as Bolt already described, 1/4 wave electric monopole/parallel LC (high impedance circuit) at self resonant frequency.  To capture HF magnetic disturbance from L1, use low impedance circuit receiver, like half wave magnetic loop antenna.  Series LC circuit at self resonant frequency is low impedance BUT also very high voltage between L2 & C2.  Volts & amps in circuit 2 are 90deg out of phase.

Big sparks TC is functionally the same, toroid is one half of capacitor, air is dielectric and whatever sparks hit first is other side of capacitor, to ground and circuit is completed, if you earth bottom of L2.

None of my words/phrases used, all AC circuit theory, transmission lines, standing waves, antenna theory.  All out there on web or in texts, just pick out right bits of jigsaw.  If I'm wrong, please correct.

I hooked up a Bedini bikewheel type generator this afternoon to a simple ground rod - copper tube driven into the ground- and put this to the negative of the input battery.- Bedini current draw was around 250 mA. It had rained heavily this night and so the ground connection was certainly not a bad one.

Voltage on input stayed constant or climbed after dropping to the voltage under load - AS LONG AS THE SUN WAS UP. On sunset the voltage started to drop at the rates  I am used to with this machine.Of course the charge batt kept charging all the time.
If this is repeatable it means that these fluctuations we are getting from the ground depend on day time and other factors- so a Kapagen or other Kapadnaze replica could give widely diverging results at different times of the day. Seems logical since the sun bombards us with all kinds of rays every day. So if you get different results try measuring at various times of the day.
This seems very important to me. I never thought that whatever Kapadnadze and others would get from their devices would be constant at all times. It also might be a reason why Naudin got 96 % from his device at that particular moment.Have you noticed that there is no update from him since the beginning of this month? Either he is on vacation or he got discouraged- might also be that he  GOT discouraged...

Yes, I also see these changing day/night effects with my battery research.
The voltage depends often which time  day/night  it is.
