Remember, Tesla used 2 spark producers when he was starting with a low voltage power source.

The car battery or the earth battery needs to have this second source of (disruptive discharges) sparks to bring the frequency up, and as the frequency goes up, the BEMF raises the voltage.

I still think the first one is the black box, and the second one is in the green box.

I think what is in the black box is something like a car ignition coil.

Since I cannot help you a lot with a circuit, I will try to help you with info Thanks Augusto for the links.
This guy is Georgian inventor Tariel Kapaladze. The education (he said that in these videos) was architect, but he not working by his specialty, he is already long into inventions.
First his so called "invention" was in 1996 - he created again using Tesla work - self powering engine (the movie in Georgian with poor sound you can watch here http://www.youtube.com/watch?v=90W00Yt_PLk)
Also in 2006 was his first try with the Tesla transformator and here he demonstrates also light bulbs lighting very brightly. The video you can (with Russian talk, poor quality of sound and video) watch here http://www.youtube.com/watch?v=uxQ99R4gOWY. What is good in there - there is a "green box" with coils is transparent. Take a look at it, if you need, I can translate what they talk there.

Now about the video: what he said (video 4, close to end): he mentions Melnicinko (if i heard correctly) and resonance. What he says as his findings is he found how to keep resonance. After very "smart" question of the reporter 9:38, where she asked:
-You said the main thing is to keep..... to keep what?
-Resonance.
-Yes, resonance. Where is you resonance? (this is exact translation)
The guy thinks for a moment understanding (maybe) that reported have no idea about what is resonance the points to coils and says:
-Resonance is between primary and secondary coils. (then he thinks a second and says) Resonator is inside. At this moment, this is THE secret, until it will be patented, and the it will be open for society.

Again, if you have some questions about particular part of the video (where is Russian language) - ask, I can try to translate as close to original as I can

I have also found some info on Russian forums, that talks about Tesla's car, that was able to power itself without a problem. I will try to translate this and will post it here.

Thanks for the excellent transations and background info! That self-running motor would be one of many on the net, with zero really confirmed. SO frustrating. All these inventors are failing, even if they succeeded. Inventing is not to keep it for yourself. Bet the guy is a regular customer of the power company anyway.
