Supply sufficient voltage and you get an amperage response. Supply heavy current and get massive voltage response. There are varying effects as well and Tesla said we should make motors. Multiple motors on one shaft. One for heavy current and another for high voltage. They respond automatically to each other or in phase. You just need to really sling the voltage portion to get a decent current response. Thats why he used a capacitance discharge and made sure it was a one way discharge. It's like firing a gun. Shokac i saw your posts on coil kind of capacitor, might be beneficial to unite your idea with The 1 Terminal capacitor, which has taken away either anions or cations,   one charge must remain
to all of those who are interrested in my view on cold electricity , Its simply taking away either positive ions or negative ions of a charge ,   Jo Hiddink explains how he got Bolt lightning from clear blue sky by just using his 1 terminal capacitor
1 Terminal capacitor has to be further investigated, might be a gateway to technology of not just levitation... but unlimited source of energy through manipulating charges by separating them and reuniting them in some way.

i Believe using volt of 1 million volt with extreme low current ,  separating its charge  to two parts and reassembling it in some way will accomplish the so called unachiavable.
The term Overunity would not apply to this, because it s not overunity,  it is not violating the laws of physics,  it just uses Nature to do the job for you
This kind of capacitor which separates charges i imagine is possible with a Coax cable just like what tariel uses
