In my opinion this is a homopolar motor AC resonant coil seen but the capacitors
are the plates  same or is hidden inside the tube, and toroid serves to transfer
energy without sliding contacts but it is strange that manages to
to start the engine only with a 9 V battery

It seems like a long shot, but it is plausible.
The inductive field from the donut would induce a radial current in the disks.
And the coil around the shaft would produce flux that would return through the disk.


At the same time I find it a real stretch, not the least because it would mean that such a homopolar motor could create a rotational force on the rotor without any stator.
Of course that does appear to be the case anyway.


Now IF this is what is happening, then it would mean that you could probably create a reactionless spacedrive with a similar setup. (just half the disk and don't let it rotate)

The disk can as well be made out of aluminium, not steel.
Then, the white powder could be Al2O3.

HV electric discharge with an aluminium electrode in air is known to liberate copious amounts of energy as the electric arc breaks down the aluminium protective oxide layer allowing the atmospheric oxygen to react with the aluminium metal to form more Al2O3.

Maybe the toroidal transformer around the axle is a device that creates these initiating HV pulses from the 9V battery.  The chemical reaction between aluminium and oxygen can provide the rest of the energy, leaving white alumina "ash" behind.

The aluminium bonds are known to be exceptionally strong ones.  This is one of the reasons why corundum is so hard.

Please don't laugh.. Is it possible the brass disc have imbedded natural magnets, when coupled with the doughnut coil, it would make the rotors spin.. :D ;) I also think the brass disk is insulated from the shaft.
