It is not permanent. It stops as soon as the voltage falls below 400V.
The diode does not get destroyed in the process of reverse breakdown, but can get destroyed by high current or overheated junction. The latter is not a problem if the current is limited externally or the junction has the time to cool down between the reverse breakdown pulses (e.g. low duty cycle).

Every diode behaves like a Zener diode above its reverse breakdown voltage. It's just a matter of the magnitude of this voltage.
Bipolar Junction Transistor junctions behave the same way.   They break down and avalanche in nanoseconds, e.g. see this video.

Also, besides the amplitude characteristics (vertical characteristics on the scope), diodes also have complex time characteristics (horizontal characteristics).
For example diodes conduct high reverse current for a while, after the voltage across them changes polarity.

So the next question would be: What is the advantage in not using a Zener diode to have a reverse breakdown but a non-Zener diode? Or the vice versa question: What is the benefit of Zener diodes if ordinary diodes can do the same job?

What is the type of this data (GIF Image, PNG Image, ZIP Archive, Text, etc...) ?
Is it Base64 encoded and XOR'ed with the password (at what block size) ?
