I'm now convinced that there is no need for mass to energy conversion.   Maybe Akula or Kapanadze device work that way but if you trace it down to low frequencies there is no possibility of any radioactive reaction. In other words if you can generate OU by a rotating special coils through the magnetic field lines, there is no way it is more then  a neat trick with coils but still using old Faraday laws to make excess, which was already used to overcome attraction forces between iron cores or ordinary generator...
But those devices are a step ahead , having no rotating parts....

Do you wand to blidly replicate the devices described in McFreey's document or do you want to build your own custom device that is based on an operating principle described in this document?

What is the justification of your conviction that mass2energy conversion is not the origin of cheap energy generation in those devices (or in all such devices) ?
What is the origin of energy generation in your opinion?   ...or do you subscribe to the idea that energy can be created out of nothing?  (without origin)

IMO there is no evidence that only low frequencies are at play in those devices internally.  The external output waveforms of those devices are poorly documented (no scopeshots), but even if these external output waveforms consist of low frequencies only, then this fact does not exclude the presence of high internal frequencies.  Finally, low frequencies do not mean the lack of nuclear resonance (e.g. see EFNMR that happens at low frequencies).

Yes there is a way.
A rotating magnetic field or a static field with a perpendicular alternating field at Larmor frequency affects matter in other ways than Faraday induction.

Take a look at this video of a nice NMR experiment.
In it, you can actually hear the nuclear magnetic resonance of a bottle of water, immersed in a low intensity perpendicular magnetic fields.  This is not just a plain old Faraday induction and a not a "neat trick with coils".

Faraday's laws are incapable of create an excess of energy (O/I>1).

But those devices are a step ahead , having no rotating parts....

Rotating magnetic fields do not require rotating parts.
A static magnetic field perpendicular to an alternating field does not require moving parts either.
