Here we go. I went and got 4 of them - 2 different pairs. I have tested 1 pair only.

Used caps: 2.72nF  - 1uF - 3.3uF - 4uF - 8uF

Inductance:   304 mH  @ 100 Hz    (BK Precision 879B)
Resistance:    18.8 ohms                  (Fluke 87V)

Ok, As I was mentioned in previous posts, here is my quick video analysis what raises more questions
The Chinese MG looks like is looped over magnetic field and over LC resonant paralel circuit which should make a bit out of phase oscillation in this setup. The high voltage generating coils usually express speedup effect when loaded up on certain frequency range.

Also what I found interesting in that video, there are insulated wire 3+2 turns coils in addition to the 220V coils and my question is - why it is there and is it shorted? If shorted, may it be on purpose to create additional in-phase magnetic field for cutting off main coils out of magnetic path from rotors?

Have you never seen this type of motor in washing machine pumps , older turntables, ventilators. It generates the 2nd phase by this shorting wires. Normally a run cap is used for that in induction motor, or whats called a asynchron motor. This type of motor is an asynchron motor, but without run cap.

Those shorted coils are the shading coils.
Their purpose is to create an out-of-phase magnetic field over a portion of the magnetic pole (not an in-phase field!). 
This secondary phase-delayed field together with the main primary field forms a 2-phase rotating magnetic field, that is useful for starting the motor.
