I don't know how to create charge. Do you?
I only know how to move it from one place to another and not for free.

Which particles are being attracted to positive end?

Electrons and negative ions.  Unfortunately they neutralize the"positive end" when they get to it, and it takes work to rebuild it.

The electrostatic charge is easily created by oscillating high voltage.

Yes, an antinode of a standing wave is positive (a standing wave is a result of reflection).
Standing waves are not free, though.  They require work to be established or reestablished after their antinodes are neutralized by electrons or anions.

So it got biggest space possible on top of the coil to collect neutral particles from surrounding air...

Neutral particles or negative particles?
Every collected electron or anion neutralizes the "positive end" of the waveguide/coil a little and additional work must be done to reestablish it.
Those coils collect electrons and anions all right, but that collection process neutralizes the cathode, thus there is no free lunch in it.
