To understand the action of the local condenser E in fig.2 let a single discharge be first considered. the discharge has 2 paths offered~~ one to the condenser E the other through the part L of the working circuit C. The part L  however  by virtue of its self induction  offers a strong opposition to such a sudden discharge  wile the condenser on the other hand offers no such opposition ......TESLA..

    If you study what happens when currents are initiated on a revolving field or inertial frame you find that there is focusing of the currents into a vortical flow.  The inertial momentum of the mass of the sphere is transmitted to the currents in such a way as to create vortices.  The vortice draws momentum from the first inertial frame and now it resides in the second inertial frame or child frame.  TPU a hysterisis brake for the planet?
