The article starts with "We have achieved, for the first time".

If this actually was a report on real success they would not write the document themselves.
It should come as an unbiased test and verification report, from a well reputed institute or
university, with lots of references and contact info backing the claims.
Nor has it passed "peer review" for scientific acknowledgement.

This paper has none of the requirements and is most likely just a scammers report.
