First saw this effect on 'tomorrows world' about 15 years ago, they put the output of an ultrasonic emitter into a tank of water, the 'bubbles' created only last nano seconds or something, but when they collapse they do so with temperatures near to what the sun generates. I did ask the question at the time (sent an email to 'ask a nasa scientist' lol, sorry, I was young) if it was possible to force hydrogen into the bubbles and have it fuse when the bubble collapsed, they said no, because of the duration of the bubbles, but I still think about it, very similar to 'chain reaction' film.

Despite what the film indicates;

The blue light from hydrogen in water vapor in the vaccum cavitation
bubble is indicating there is sufficient energy for the hydrogen isotope
Deuterium [2]H, chemical symbol D, to fuse, but not sufficient energy for
the standard hydrogen [1]H itself to fuse. So the light is not really from
the fusion energy, but is called diagnostic for D+D fusion. The same thing
is true for the pistol shrimp except that the pistol shrimp really does create
some excess energy and some of it's flash may be from energy generation.

Exactly how in terms of physics equations the D+D cold fusion process
occurs from the bubble's electrodynamic behavior is not currently known.
A metal matrix target may be necessary to have the two D atoms be in
the correct geometric arrangement for cold fusion to occur. Part of the
problem is something like 80% of Physicists work at high energy particle
accelerator laboratories and so can't be bothered with these mere energy
generation studies.

it looks like the white stump has been forced into a chamber, compressing water. The whiteness of the stump is either from wear or a tough layer or from compressed water flowing out over it. In any case, when the compressed water does come flying out of the chamber, the timing probably being controlled by the shape of the parts, the water would come flying out of both sides of the claw. I would probably follow the shape of the claw as per the Coanda effect and the two flows would meet at the edge of the claw, where stuff happens.

The video frames after it show a jet of water emerging while the claw is compressing and then just as the claw is compressed, the light bubble appears, probably from the flow I decribe above entering the precursor jet.
