Looks interesting.

We need to do some math to proove the concept:

A watertank is 2 meter deep. An upper float have 2 litres of air inside. A bottom float ar inflated - no air inside. Those two floats are linked with a tube.
To descent the upper float half way require the energy of 1.5kg * 1m. To raise the lower float will gain the energy 0.5kg * 1 meter. Because the average volume in each float during this half way operation are respectively 1.5 litres and 0.5 litres - as both floats contains the same 1 litre volume when half way.

Now if we continue the operation, the upper float will continue downwards, and require 0.5kg * 1 m energy, and the lower float continue upwards and gain 1.5kg * 1 meter energy.

The sum of energy are zero.

From where does this "engineer" gets his extra energy?
