I've talked to Bill on the pbone before.
What I didn't really appreciate was his supporting AB Hammer who harassed me constantly while I was working on Bessler's wheel.
As for patents, if someone doesn't patent theirs, then it means big business get it for free.
If Bill doesn't mind donating patents to businesses, that's up to him. But I don't believe he would.

edited to add; Chet, one thing they won't mention about jealous people who are to lazy to learn and work at something don't like to see other get something because they've earned it.
I've heard to many times that mechanical engineering and math have no place in this forum. I'm not sure how someone would expect to understand how gravity could be converted to mechanical engineering without an understanding of those two things.
I've often found I had to change my approach to those things I work on to stay within the parameters that engineering allows for.
And if a person has nothing, then they can always play word games.

Here is a link to Milcovik's patents and awards. Haven't heard anyone finding fault with him about his patenting his inventions or even anyone challenging him. Disinformation is something a forum like this doesn't need.
It's kind of like asking people to work for free unless some clever person can profit off of their work.
Then again, I'd say people with nothing to contribute might be jealous enough to say they are that altruistic.
  It'd be like if Rick try's the 2So the way I suggested and together we can get it to work, then we would deserve the patent
for our improvement. That is a part of advancing other people's work and a way it will probably always be.
Other wise innovators would be stifled and innovations may not be invented.
