Can we turn,vary the original design into a gravity powered motor ("peace" machine)?

Here,the interesting point is related to the top position:the short arm changes into a long arm,due to inertia,with no additional contrivance.

If we replace the purpose of a counterweight trebuchet...to throw out projectiles,with to "push,change" short arm into a long arm,due to inertia, can we imagine a slightly modified design?!
