h is much longer than V2 container height (h on the pic is too small).
V1 volume = V2 volume

Question is:
Will V1(moving up helium container) up force be sufficient to
pump V2(bottom flexible watter container) into main water container V3.

If this is so we are able to close the loop easily.

It SHOULD be able to...depending on what you are planning on replacing the water with at the bottom there... is the volume of water there finite with air beneath it, or is it a large volume you are planning on drawing into the upper resivoir? If that is the case then no, it will not work... please give more detail to the overall design concept for a better answer...

I have updated first message of the topic.

V2 volume = V1 volume
V1 is filled with some light gas or H or He

V2 "pumped" its watter into V3 lifted by V1. Can we do that ?

I think that force to lift V2 is smaller than V1 up force.
What I'm sure of it is that V2 down force certanly dropping gradually as it is lifting gradually up forced by V1.
