I'm merely a theoretical electronics engineer/technician for now, since I have no extra money for experimentation, but I was a professional electronics/computer technician in the past.
As a result, I have a lot of ideas, but no hard test results to back them up---for now.  That could change if I get a job locally in the Bay Area of California.

Oh, well good. Apologies if you took offense.

It's probably a little late to avoid the attention of interested parties, since he has been in touch with local representatives/senators etc. None of which took him seriously, of course, which is very frustrating.

As for military value, I doubt it. The device is only really feasible on a large scale, and useless for propulsion (unless you could figure out how to mount one on an oil tanker or something), so unless you could suppose that a military group would want to spend large sums of money/manpower building a hydroelectric setup complete with turbines in total secret, then I'd say that it is a pretty safe assumption that this is of very limited military potential.

Also, it is not the device described above, and works completely under its own power. No input of energy required. All you do is open a valve to start the cascade and water moves from low to high places. (If you think you're curious, imagine how I feel :) )
