As I mentioned before about the "secret hidden in plain sight" - for sustaining the 10+ meters wide arcs in the air the 300-500kV alone won't be enough as it is in the power line. And when the power surge happen from stray frequencies inside of low frequency signal also the conditions are worth exploring for producing such events in useful way.
Will not stress on this much as the blind cannot be forced to see things... :)

In the first of those two videos, the arc is happening when a formerly closed set of contacts, carrying the line current, is opened. The arc forms across a very small gap at first and sustains as the gap opens fully. When the air is ionized it forms a _low resistance_ channel which then allows the energy stored in the inductance of a very long length of wire (the transmission line) to discharge across the gap. It doesn't take anything like the great voltages cited by T-1000 to arc across a low-resistance channel of ionized air.

In the second video, some utter idiot is short-circuiting the transmission line with a length of wire, which instantly vaporizes from the high current. This again produces a _low resistance_ channel of ionized air (and wire material!). The energy which is so spectacularly released is once again the stored energy in the inductance of the long lengths of wire in the transmission line, plus whatever is being continually supplied by the power source, before the line's vacuum breakers (back at the substation) have a chance to shut off the current.

A similar thing happens in my Jacob's Ladder demonstrations, where the actual _voltage_ is "only" enough to jump across a nonionized gap of about 8 or 9 mm, but once the low resistance ionized air channel is formed, the arc can maintain itself at much greater separations of 10-15 cm or more, until the hot ionized air channel is broken up by convection.
