No, its running on a power supply with a frequency of 50Hz.

I guess that whatever is under the white tea mug, is a lot simpler than a carrier wave generator.

The circuit used varies on the videos in one it appears that one coil is completely not connected to the other.its assumed that the energy is induced from one coil to another since he lights a hand held heater thats not possible due to the high current needed by the hand held  heater.
in the construction of this device he connects the very thick copper coils to thin  wires,very strange since the reason you have a thick coil,is so you can get a high current threw it.Its implied that its high frequency,by bringing a broken compact florescent lamp close to the coil,yet it must be 50 Hz 220v to power some things shown.How can a extremely simply device possibly output 220 v at 50 Hz it can't.This is a prank,Russians seem to enjoy making pranks,since you haven't called its an x-wire fake,I think this one involves software wire removal.Too many inconsistencies for it to be possibly real.There is simple and there is so simple its impossible for it to be real.I think he uses a circuit that generates a high frequency,this goes threw one coil but not threw the other,he has wires hooked to the outlet on one side,then uses software to remove the wires.Its getting very hard to tell whats real with high power batteries and wire removal software.
