Interesting moment here
Apparently  one gentleman from Klaipėda Lithuania decided to purchase  FE device from another gentleman  from Latvia.
for 5000 euro.
1.Honestly  it is not "breaking bank " money, nor it is lifetime savings for most of us.
Just about average 1 month salary  in New York.

2.As it happened to Lithuanian , knowing that  almost entire  population  of Lithuanians
is  at the very much high level  of culture and education (European standards)
it is important to mention that Latvians are not worse at all in this ranking.
So for some of you it is helpful to understand that in many  areas Average  American education,
and even  advanced perception  is fare below that of Lithuanian and Latvian ( my personal opinion)


3. The first assumption is  that  buyer from Lithuania went to Riga and purchased device from supposedly  Ruslan. ( NOT CONFORMED)
In this point  I need to mention that there is not only one guy but I know  two of them   who plays with FE.
Famous for messing up with people including poisoning me myself is Riga's chocolate   manufacturer  run by Russians.( I was lucky to recover)

4. In  the middle of the video This gentleman (Buyer)  is mentioning  word radio-stations.
We know that Ruslan is the owner of Radio tower ( I do not know how many)  transmitting mostly music.
This  is his primary business.
Buyer from Lithuania does not provide us with identity of the seller.

5. On video that I have published on my YouTube Ruslan shows with nice SUV BMW .
So he created an image of successful or sustaining  businessman for whom 5000 euro is to small
to risk criminal proceedings and/or revoke of his air license.

6. From the video we learn That  Gentleman from Latvia - seller  promised device to work as expected  to the buyer.
Seller paid first  in advance certain amount of money and than few months later  the job was finished and device was given to buyer .

7. buyer "does say"  but really he kind of does not say - if he tested the device prior to take it home  to Lithuania.
But he stated that he was trying the device at home and was not satisfied due to the fact that device
was not working as expected. And he contacted Seller in within 24h period of time .
( in USA buyer have rights to cancel the deal and get money back-  it is a LAW OF LAND)
I understand that necessary paper work was signed in the time of sale by both parties.

8. Testimony of Lithuanian:
After initial contact Gentleman from Latvia promised an by his words attempted to  visit the  buyer,
later  his phone did not work, his GPS did not work,  he said that he is
now making another more advanced device to satisfy   the buyer.

9.  Form words of Buyer  the seller does not want to  meet in police station  with buyer and he is threatening life of the buyer.

10. buyer prepared set of documents to various governmental bodies in both countries (four sets of documents)
complain  area:
a- threatening  life  of buyer and his family.
b- extortion
c-criminal activity

11. CONCLUSIONS:

a- from my perspective  Buyer from Lithuania wants  his money back , however  he  does not mention  identity of the seller ,
   for me it is indication of hesitation,  to  burn all  bridges  in hope for some kind of resolution  still possible yet.

b- seller from Latvia does not want to cancel the deal however if he is really Ruslan
than he has to much to lose and I do not believe that he would like to escalate situation further.
As the owner of radio business he definitely can have plenty of enemies and competitors waiting for him to step down.

c- lets assume what we know now:
- buyer  was a must to examine the device prior to sale.
- Price for  working device is set  to 5000 euro price tag. So most of us can  afford it to buy,without much of a problem.
-buyers motivation we must assume was for profit  and here is area  of conflict as
Latvian seller wanted to sale more and Lithuanian buyer most likely wanted to get a grab on money making machine.
-Frustrated buyer ,(whatever the truth is ) posted video  on YouTube to make push on seller

summary:
It only makes me more sure that the FE device works and it is worth experimenting.
This particular device does not work  in buyer location.
did he test it prior to  pay for it?
He does not say.

Similar  problem was with Akula Device when Akula visited Latvia Riga , 
he  had meeting with  the same Russian chocolate manufacturer  who poisoned me  in my TK trip to Tbilisi.
His device did not work there. However when German Investor visited Akula it  was working  good.
The same story was when Stefanov  visited Akula with Tiger as consultant.
I so far call it geodependency requiring  re-tuning of  device in new  place.

Think of it as device made by  Latvian from Riga, does not work in  Klaipėda Lithuania  but Device made in Astana Kazakhstan does not work in Riga Latvia.
by simple   rule of exclusion we see that at least one device must  work  in Riga Latvia and at least one device must  work   in Astana Kazakhstan

I was thinking  about making video with translation however here is  risky  field.
We do not know  much about seller and seller approach to FE or even seller honesty. We only have his message in video form
We assume that if it was Ruslan it would be just pure stupidity  for him to act this way.
Ruslan is stack in one place  Latvia with  his radio-music towers and place of living.

As Wesley brought up Ruslan bad attitude consequences.. Ruslan never visited his customer to retume device and failed to comply agreement. This is what this case is all about.
And it does not mean the device is fake. It just have to be tuned to each location separately due air and ground conditions..

As for the book - it got many pointers on what to look for on already present devices and what is involved in creating current on non-inductive coils. Surely it is really very close to the truth and gaining understanding how to make such devices..

I have got clear nice  perfect English answer from the guy who does not speak English  at all - the unfortunate buyer of nonworking FE.

However I worked closer to Ruslan about few years and the story is long enough to have the happy end.
There are many people involved into this story from Latvia, Russia, Georgia, Kazakhstan.
During this time frame Ruslan changed his theory multiple and multiple times
and after approximate two plus years of researching the story was ended without nothing.
There are multiple suspicion why Ruslan used people:

1. He wanted to make people believing him that he has real working well prototype of generator.
So people do have enough motivation to continue to work with him for free.

2. Another assumption is that he tried to get new ideas from colleagues how to make the generator working properly or make it more stability.
At least two men created for him boards (one is from Latvia another one from Russia)
since Ruslan did not have enough experience and knowledge in that area.
He promised every day during 2 years to invite them and show device up and running in real-time but it was never happen.
Moreover nobody did not see that up and running except GTA ,
but Guntis from Latvia thinks there were batteries inside the box because Ruslan afraid unboxing.

3. Third assumption you know already that is described in this video Having said that the author of this
video tells us more truth than Ruslan even I do not know this guy unlike Ruslan.
You mentioned that Ruslan has created well enough successful man.
The purpose of this to make people believable to him.
Used BMW is not enough expensive in Europe and every typical European guy can buy it. It is not the indicator of success in Europe however it is true for Russia. But I do not exclude an ability that Ruslan has the real working device.

Time will show.

Most of the people you talking about I should know as well.
It is very small community. Ruslan changed stories  as he wanted to get gain prior to anyone else.
It is human nature.
ad1. Yes he wanted  people to believe him . Everyone uses anyone  for whatever is the reason.
If you  have chance to get something for  free why should you pay for it.- again human nature.
And yes Ruslan used people and their work to gain - It is being called CAPITALISM.
Pay as little as you can  and  make as much as is possible.

ad2.
a.- Yes he used any possible methods to get information needed. Everyone would do  it as well.

b.- Yes I'm in contact with one of the PCB assembly guys.
Based on his own words the man said that he delivered this electronics to Ruslan and  Ruslan was lucky to make it work. He even complain about the fact that Ruslan  does not want to share with him the secret of tuning.

c.- Yes Ruslan did not have enough of knowledge and experience  but -
you can not blame person from USA who was lucky to win Lotto of half a billion dollars. 
The Lottery ticket was ready printed  and waiting for this  lucky winner to mark with pen  few lousy numbers on it.
So  Ruslan  has already  had  made by somebody  PCB and all electronics , He just used few lousy  wires to connect it  together.
I see it as clear analogy.

d.- Ruslan promised to me and  announced in  major forum  that I will be  present in his presentation  to the crowd.
However I told him as I tell to anyone- I'm still continuing to the present day to be a key to success in validation of any CE(FE).
If I say YES than around 3 million people around the world will take it for  granted.
I personally believe that Akula and Ruslan have been  afraid that I will spot their secret,
I'm total independent and  nobody can buy me. I do not sale not make business but my  opinion counts well, to many of CE(FE)
experimenters and crowd around.

e.- I know Guntis and Aidas personally. I have  spend with them  few days. Guntis is  very experienced person however in Guntis age  it is very difficult to convince him to new  ideas without solid presentation  .
As we know Ruslan does not want such presentation  so is Akula. Not to me,  as I could be their unfortunate  "end of business."

ad3. Well video is  sort complain placing in doubt bad investment. Think of it as:
a.- If you buy a car than you want to look around and be certain that this car works as stated.
b.- You make all of possible inspection by yourself and by others who understand more than you.
c.-You pay in advance  part of the money but you sign and notarize terms and conditions of a deal  including  penalty  if not fallowed
    by  both parties of the deal.
d.- You never pay reminding balance till you not sure that it works.
     YOU ARE ENTITLED AS OWNER TO OPEN ALL OF THE BOXES.
e.-  my Jewish friends   quote; "when you gave the money  to someone ,without good paper you lost the money.

Having said that  it is important to mention  that:
-buyer uses any possible technique and arguments to get his money back.
-if I was to visit buyer and fix the device  he would never sale it to me  even if I pay 3x more.
-accusations might be truth but   business  with radio towers can not be moved over night to any other place
   and criminal sentence would be ultimate  end of Ruslan money and/or suffering would be   significantly more than  5000 euro.
 
By that I do not believe Ruslan is so stupid. - I know life in Latvia Lithuania Russia as if I was born there.
I know how "the things work" around. I even knew that i might be poisoned, or murdered during my trip to Tbilisi  by Russians .
I spoke about  possible death with my German  friend in science and how to prevent it .
But yes I was so tired  and my attention was only sufficient enough, to safe me from dying, once I was poisoned.

- Buyer can  say or add to reality any convicting factors so we may only think that he says truth.
- Buyer was another "business  in mind" to make money on it.
- Ruslan is very much set in his Russian/ Latvian  reality but he is to small to risk big time.
- Ruslan BMW .. well it is worth  more than 5 thousand  euro .

I'm not going to be a buyer. FE for me is fun, scientific goal and you would possibly have tough time "to swallow " of how much  is value of my lab. If I get Fe than  all of the fun of hunting science of FE is gone..  I do not have to  make buck on it.

no the real guy who  say he purchased the device is Sergej Panov.
YouTube of Dimitry Maksimov is used as a tool to escalate the "case of Siergiej Panov.

Dimitry Maksimov is "unknown person"  who responded to me in shockingly well constructed English  and that is strange to that  geographic region.
Fact of  removing my second comment from his YouTube says about discomfort of  Dimitry Maksimov and/or Sergej Panov
to my responses in this case.

So on Dimitry Maksimov You Tube I'm now persona non grata.

For Putler FE is definitely not a good thing.So there would be many of guys advertising this video as Scam.
If  Sergej Panov. had nothing to hide he would  say the name of seller without any fear.- he did not do so.

We should understand that video is made for maximum damage to FE community and slowing the progress if any.
If I was Ruslan  instead of returning the money to  anyone he could just simply contact me . few days later I'm in Riga  or any other safe place.
I can even cover to Ruslan , cost of trip and accommodation in Poland, Germany
or any other NON PUTLER and NON RIGA Chocolate factory poisoners destination.
Once Ruslan shows in front of me his device without secrets  The fricken Russian government  mafia is done for good.
