Dear a.king21.

I am basing my observation right at the end of the video. My own workshop that I have was wired up by the previous tenant. They used rather a small in feed cable that really is far too small for the machinery that I subsequently installed. As a consequence when I switch off my Milling machine ( 2.2 Kw motor ) all the lights suddenly brighten !! It is really noticeable !!

So his lights getting brighter, to me suggests, a secret in feed to the device ??

You might be right.
It's also possible that the automatic aperture on his video camera is opening up more once it detects a decrease in the background illumination level and then everything else seems to look brighter.
