If matter is made by "fields" does it also mean that matter is composed of these "fields" ?
If "yes", then what is the difference between "fields", that constitute matter and "fields", that are outside of matter ?

  Why not ask: Does Tesla really mean that? Instead. Maybe your question would have more "mass", and weight.
