A strange story. While nothing is clear.

I can imagine how it would look in court:
"he bought a perpetual motion machine but the device does not work"

In general  it looks stupid. To sell for 5000 euros that could cost millions. 5000 can cost..  only fake?

Well if you need the 5000 and the buyer has 5000 to spend than that is pretty much the going price. You can't sell your OU machine for 5 trillion, if nobody is going to pay more than 5k for it.

But anyway if somebody is asking money for it then I would ask too see some independent replication proof or other evidence to support his OU claim.

There are pretty famous people who still go around conferences just scamming people for money and ask investments to help their research without ANY proof that they are even doing research
