"Amendment 16 to the US Constitution:

The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several
States, and without regard to any census or enumeration."


Not to split Heirs, but by definition an amendment to the original Constitution means it is simply an amendment after the fact...and a mighty poor amendment (federal reserve) at that.

I'm thinking the signatures of the original Constitution may have had their fill of taxes (Boston Tea Party), which may be why that income tax amendment never made it into the first draft.
