A little searching found this on a facebook page.   I don't do facebook but someone might try contacting them for more info.   It appears it is related to HHO.   Note they refer to the "fuelless 25,000 watts G-25KW Power Module" as in the Advertisement above :

After switching ON from the safety panel, the starting battery source block will trigger the relays from the conversion block to engage voltage amplification and to stabilize the flow of current supply by switching relays to the electric motor.
Once the voltage stabilization complete the electric motor starts the alternator motor to spin via computed size ratio pulleys and belts with an automatic tuning capability the revolution per minute (RPM) will be monitored thru sensing circuits that automatically adjust to correct the direct current flow when if need to build a regulated magnetic flux and produce but stable electricity.
And when the Alternating Current is ready , the stabilizer #2 block enabling another relays by switching DC power source from the voltage converter block and feed signals to enable the Loop mode by magnetic contactor. While that mentioned Don Bosco technical institute may be in the Phillipines and Rwanda I see there is also one in Rosemead, California.   That might be a good starting point for some email questions to see if you can track down more on this.
