That was similar to daniel quale generator. Even though it has less lenz effect in my understanding this setup doesnt produce so much flux change as a result the induced voltage is not so great.

I saw the design of Daniel Generator.   He has used  a single shield (inductor) to cut off the flux in the ring magnet in front of the coil.  When you use a single shield,  it has to be very thick to absorb  the flux completely.   Hence you have to  provide larger gap between magnet and coil.   As a result coil receives weaker flux at a distance hence induced voltage will be less.

But when you short  north pole with south pole,  the shield you use need not be very thick.  You can manage it with very little gap between magnet and core.   When north and south poles are shorted, you will get 100% shielding hence the core generates  high voltage and high power output as in the case of a standard generator.     But instead of making ON and OFF of the flux  you have to achieve reversal of flux  which can be done easily by suitably arranging magnets and shield.

My question is whether the shield experiences any slowing down lenz 's force when moving  between magnet and core.

When you spin the metal shield, it will create it's own lenz that will slow down.
The pick-up coil will generate it's own magnetic field that also affects the rpm of spining metal shield. These are the results of my own experiments with  this kind of generators.

If you dont laminate the metal shield, it will surely produce its own lenz. Now if you want to know if the laminated metal shield can still have lenz effect i all i can say is i dont know the answer but my guess is it dont have or have less.. Only experiment can provide the answer.
