Well he certainly has everything you need for an electrical FE device: a maze of colored clipleads all over the place, cheapo DMMs, a huge bank of capacitors, stuff stacked up on top of _two huge LA batteries_.....

Seriously, that's the funniest fire hazard I've seen in weeks.

It's "Amazing" all right.

Hey, I definitely think he should enter this machine in the Pulse Motor Build-Off contest. They'll need to make a whole new prize category for him, though.

Do you think they'll allow him to keep the _mains powered battery charger_ connected?

Yes, I know. The charger is being powered by the inverter which is being powered by one or both of the big batteries and the capacitor banks. Would you like to make a wager as to whether or not the _total charge_ on both batteries is rising, or falling, over time?
The battery charger will be powered by the mains when he initially charges both batteries to begin a run. Then, if he doesn't make any mistakes in the wiring (note the melted insulation on some of the leads), he'll connect it in the loop, disconnecting from the mains. At that point, the total charge in the system will begin to run down. He can run charge from one battery into the other one, swap batteries when #2 is full and use it to charge #1... but sooner or later he will run out of charge completely.
If he is _never_ permitted to plug the battery charger into the mains... what will happen? I know, so do you, and so does he.
