So, to complete the question, only if this was the intended question by MileHigh, as we know its very poorly presented!

L = 2H + 1H = 3H

Hmm, so what happens? Well, Life does continue on after this Centre Wire is connected... Depending on where our Imaginary Current Source is the Inductance will now be 3H. Depending on the rotation of the Earth, there may be a centrifugal force exerted on the wire as it is being laid to rest... Depending on weather the Current Source is still in out Imaginary Circuit, the4 Volts will be the voltage across Both Inductances, now totalling 3H...

so:

Current through Loop A = ?
Current through Loop B = ?
Current through both A and B = ?

This still is not sufficient to answer the question at hand! Lets look at the question again!!!

Answer: the Current Source (Voltage of 4 Volts) is now applied directly across both Loops A and B which has a Total Inductance of 3H.

This is only true if, the circuit that SHOULD have been presented looked something like this:
