Yes,coil B is shorted for part of the rotor segments induced time.
Some are confused it would seem.

Nothing is going to happen to the cap,as you are looking only at the schematic provided for measurement placing only.

@Tinman, old mate, you have done good work, I commend you! My replication of your Rotary Transformer is not the same as yours due to "Shorting". So I must revoke my statement that I have replicated your work! Its similar but not the same.

If you're happy to, and I can still tease PW then feel free to keep posting here. Maybe we could both learn some from each other. Like I said, I have never gone down the Shorting path. Yes, I think I am now guilty of a small assumption here!
