So if the flux is confined to within the core with DC applied to a coil wound on it, how would changing the DC level cause the flux to now extend beyond the core? (assuming I understand correctly what you're saying)

If you are saying how would we get the flux to be out of the core, like out of the circumference of the core and the sides, not just in the hole of the core, then increase the dc input beyond core saturation.

Now when the DC is initially applied, the field of the coil expands until current is max. during that climb, the field expands across the core hole till the field is in full loop with the core once max field is reached.

Mags, it's this last part I don't quite understand. Does the flux expand around the toroid, or cut across the empty hole in the middle to the other side?

This is right, I agree. The Core as it becomes less Coercive, or the Reluctance of the Core is Increased such that the Reluctance of Air is almost as easy for Magnetic Flux to travel in that space, then this will bring about Flux Leakage and less Flux Linkage.
